Moldova Citizenship-by-Investment (MCBI) program

The Moldovan government has temporarily suspended its Citizenship by Investment Program pending a review. The information below refers to the currently suspended program

The MCBI program was launched in 2018 and is a combined project of the Government of the Republic of Moldova, its service provider Henley & Partners and the Moldovan Investment Company.

In order to take part in the MCBI program, applicants are required to make a defined economic contribution to the country through the Public Sustainable Development Fund of Moldova (Public Investment Fund).

Applicants are also subject to a stringent vetting and 'four tier' due diligence process, after which, if approved, they and their families can receive Moldovan citizenship.

The whole process can be completed within 90 days.

Non-refundable Investment in the Public Investment Fund

A minimum non-refundable contribution to the Government of Moldova's Public Investment Fund of the following value(s), including service fees:


€135,000 Single Applicant
€150,000 for a Couple
€180,000 for a Family of four
€190,000 for a Family of five or more

In addition, applicants are required to pay government and due diligence fees of the following:


+ €11,000 for the main applicant
+ €7,500 for a spouse
+ €1,000 for a child aged 0 to 15 years
+ €7,500 for a dependent child aged 16 to 29 years
+ €10,000 for a dependent parent — of the main applicant or of the spouse — who is 55 years of age or older.

Finally, biometric passport fees amount to €300 per individual.

- Main applicant must be 18 years old or older.
- Must have a completely clear background with no criminal record.
- Must not have been denied a visa to a country or territory with which Moldova has visa-free or visa-on-arrival travel arrangements, and not subsequently obtained a visa to that jurisdiction.

Moldova is a country in eastern Europe, bordered to the west by Romania and to the north, east and south by Ukraine. It has a diverse terrain of forests and rocky hills, and boasts an ideal climate for vineyards, which has manifested in a well-established and acclaimed local wine industry.

Taxes

Moldova has one of the most competitive tax systems in the region. It also has 48 operational tax treaties in place, safeguarding against double taxation with other jurisdictions.

Moldovan residents have to pay tax on income from sources located inside Moldova, as well as from sources located outside the country.

The standard personal income tax rate is 12%. This also applies to capital gains, business revenue and royalties. Income from dividends is taxed at 15%.

Residents are also subject to real estate and wealth taxes. Wealth tax is charged on taxpayer’s wealth in the form of residential real estate, not including plots of land, if the total estimated value is €1.5 million or more and the total area is 120m2 or more. The wealth tax rate is 0.8% of the taxable base.

The VAT rate sits at 20%, while the reduced rate is 8%.
